You are not in Monaco. The Promenade des Anglais is genuinely beautiful and also the site of a terrorist attack in 2016 that changed the city's mood permanently. Nice is safe, vibrant, and occasionally reminds you that the world is complicated.
Cost of living is moderate — not cheap, but manageable on a decent remote income. Winter is essentially nonexistent — mild temperatures year-round. Bureaucracy is a serious obstacle — expect frustrating paperwork and opaque processes. There's a real expat scene here — not enormous, but visible and connected. The city is highly walkable and you can live here without a car. There is genuine depth to explore beyond the obvious.

The old town — Vieux-Nice — is Italian in everything but passport. The socca (chickpea flatbread) from a street vendor near Cours Saleya market is breakfast, lunch, and spiritual experience.
